Provision of a new housing access road scheme is planned for West Winch
Three ‘consultation events’ are proposed, two at West Winch Primary School and one on Saturday 10th December at North Runcton Village Meeting Place (opposite the church). We strongly recommend that local residents attend. This is probably the most significant new section of road proposed in the area since the King’s Lynn bypass in the 1970s.
We expect the exhibition to include a preliminary design for the road showing the proposed carriageway location, junction arrangements and associated infrastructure. This will be the first public presentation of such plans, and we would hope that it will add detail to the existing adopted BCKLWN policy as set out in the Local Plan (2016) which states at Policy E2.1 that:
· A new road linking the A10 and A47 to provide a degree of relief of traffic on the existing A10 around West Winch, and access to new development
· Early and continuing delivery of various traffic calming measures and environmental enhancements on the existing A10 in and around West Winch, for the benefit of existing local residents, with the first measures commencing within 12 months of the start of development.
· Provision of: a) suitable arrangements for public transport to route through the wider site, and connectivity to main routes to encourage non car modes b) a network of cycle and pedestrian routes (including links to King’s Lynn town centre) which would facilitate the level of growth both that planned to 2026 and potential further growth

· Local highway improvements and management measures to fully integrate the development into the surrounding network while avoiding adverse impacts including, in particular, consideration of the capacity of the Hardwick interchange and environmental and amenity impacts of potential additional traffic through North Runcton.
Consultees should also be reminded that the adopted North Runcton and West Winch Neighbourhood Plan (2017) sets out specific requirements for what the Borough Council were then referring to as the ‘relief road’ (see the North Runcton parish website for the full Neighbourhood Plan and policy GA04 ‘Design of relief road’).
In designing the proposed relief road, the following design elements should be included where possible:
· A roundabout or similar ‘free flow’ junction at Gravelhill Lane to eradicate congestion and queues and to provide safe local access to the A10/relief road.
· Rectory Lane and Chequers Lane to remain as through roads and incorporate safe cycle and pedestrian crossings.
· Cycle and/or pedestrian paths to be provided on both sides of the relief road corridor and these should be generally separated from the road carriageway by a sustainable soft landscape strip (grass verge, hedge, tree planting – or preferably a mix of all three).
· Appropriate safe cycle and pedestrian crossing points to be provided at regular intervals along the road – and specially to link desire lines between local centres, recreational facilities and public transport nodes. Safe wildlife crossings should also be considered.
· The design should fully integrate environmental impact mitigation features – especially ensuring that existing and proposed settlement is mitigated from traffic noise and night lighting impacts. Night lighting should be minimised, especially in sections adjacent to an agricultural backdrop. The road surface should be designed to minimise tyre noise.
· A maximum speed of 40 mph for the relief road – but a 30mph limit may be appropriate and desirable in some sections. The carriageway design should discourage speeding.
In subsequent discussions in 2018, parish council representatives were told by WSP, the County Councils design engineers, that a flyover bridge suitable for two-way vehicular traffic would be provided on Rectory Lane to maintain local east-west access between the villages. However, Chequers Lane would be permanently closed to traffic and that only a bridge suitable for pedestrian and cycle traffic would be provided.
It is very important that local residents remember this context when providing feedback to Borough and County officers. Parish councillors often feel that they are providing the only continuity in this drawn-out planning process – and, suffice to say, many current officers are new to the project.
The Parish Council held a successful Jubilee Tea Party on 5th June. Over £120 was raised for the Church restoration fund and a good time was had by all.

History and Art Project comes to North Runcton
North Runcton residents and visitors can reflect on the wetland heritage of the area and view an original artwork inspired by local archaeology thanks to a recent collaboration with Oxford University. The Ebb and Flow project has led to 11 art installations being produced across the UK that have been conceived to encourage communities to reflect on their archaeological history.
Although North Runcton is located on a ridge, historically we would have had wetland habitats to the south, west and north’, said Chair of North Runcton Parish Council, Rick Morrish. ‘The area must have been a rich environment for our ancestors. Even as recently as 2009 the remains of an iron age jetty / causeway were discovered in the parish, indicating how people lived close to the water’.
‘When the chance arose to join the Oxford project we thought it was an ideal opportunity to make people remember how we have always had to consider and work with our environment. This seemed very relevant after local flooding last winter. With all the new development planned in West Winch and North Runcton in coming years, it will be essential that the plans take into account how close to sea level we are and how important drainage planning will be’.
‘We also thought the art installation might inspire our local artists’, added Parish Clerk, Rachel Curtis. ‘We have three art clubs that usually meet at the Village Hall and they are hoping to re-start their sessions as soon as Covid rules are relaxed. Originally we planned to unveil the work at a village social this weekend, but that has now been postposed until the 31st July – fingers crossed’.
‘North Runcton Art Club is now more than 10 years old and it has been frustrating for them not to be able to meet for the last 18 months’ she said. We hope they can get back to normal later in the summer and hopefully this project will inspire some new subject ideas’.
The work by artist Miranda Creswell along with an explanation of the local historical context will be on display at the bus shelter on North Runcton Green until the beginning of August.

GREEN HOMES GRANT
The Parish Council have recently set up a working group to consider how our community can work towards a ‘carbon neutral’ future. One of the first actions is to promote the new ‘Green Homes Grant initiative (see below).
If any parishioners have more ideas that can address climate change and becoming a ‘low carbon community – please get in touch.

Help for the vulnerable in the village during lockdown measures
The Plymouth Brethren have offered to supply food
parcels for vulnerable residents, young or old in the village. They will
use a central drop off point and then local distribution would be necessary.

Please stop dumping your waste in our parish – or anywhere else, other than at a registered waste disposal site. We are looking out for you – and if we catch you, you are going to have to pay a very large fine (presently up to £50,000) or go to jail (up to 5 years). So you may later think that avoiding the small cost you would have paid to leave your rubbish at the Council tip was not really worth it.

Community Transport – Lets help ourselves!
In recent years the public transport provision for North Runcton has continued to deteriorate – and the Parish Council have often been asked to campaign for improvements. In May we had a speaker along from West Norfolk Community Transport (WNCT) to tell us about two schemes they run which would allow us to help ourselves.
The first is Dial-a-bus – where you can ring ahead and order a mini bus to come and pick you up and take you into Lynn. You can be a member of the scheme and get a concessionary rate for regular pick-ups, or you can book it as a one-off trip at a slightly higher rate.

Secondly WNCT run a community car share scheme – where you can book a driver to come and take you to appointments – or just to the shops or other visits.
Equally – if you have some spare time and a car – you can register to become one of their drivers. You will be trained by WNCT and drivers are paid a set mileage rate for journeys.
